The Social Protection Actors Forum (SPAF) is a coalition of Non – State – Actors in social protection committed to support social protection in country through promotion of citizens’ engagement in the development, implementation and evaluation of social protection interventions. The Social Protection Actors Forum was formed in 2009, with the aim of strengthening civil society engagement through advocacy, formulation and implementation of social protection policies in Kenya. The forum draws membership from non-governmental organizations, faith based organizations, and community based organizations and other stakeholders’ including private sector, – whose core mandate is working with people with disability, children, older persons, and other vulnerable members of the society. The formation of the Platform was necessitated by the fact that, although civil society organizations and other non-state actors immensely contribute to social protection , their voice and influence on the social protection agenda is relatively low. The establishment of the platform is guided by the desire to bring together non-state actors in the social protection sphere to synergize their efforts and amplify their voices on matters of social protection in the country.
With 36% of the population living under the poverty line (USD 1.90 per person per day) and 19% living in abject poverty, unable to meet the most basic needs including their food requirements, Kenya faces a serious challenge of alleviating poverty and vulnerability of its citizens. With the major causes of poverty and vulnerability including natural disasters, environmental degradation, the HIV/AIDS pandemic, Insecurity and political instability, corruption and economic downturn and breakdown of traditional mechanisms and safety nets among others escalating, attaining social protection requires a conscious and strategic efforts.
Our Goals
To enhance the participation of civil society in discussions, design and shaping of social protection programmes.
To activate, informed national debates on social protection determining appropriate and affordable national minimum packages.
To build the capacity of civil society organizations in the areas of policy advocacy for social protection.
To mobilize resources aimed at supporting Kenya civil societies to effectively implement programmes on social protection.
Effective engagement of citizens in the development and implementation of social protection policies and Programmes.
Our History
Social protection has gained popularity with the Government of Kenya (GoK), its development partners and other non-state actors (NSA) including civil society organizations (CSOs). Various efforts Programmes have been piloted, implemented across the country by the various stakeholders. These interventions include hospital fees waivers, free primary and subsidized secondary education, health and social security schemes, emergency relief food and school feeding Prograammes, cash transfers for Orphans and Vulnerable Children (OVC), older persons cash transfer and the persons with severe disability cash transfer among others. It is therefore necessary to:
- To build the capacity of civil society organizations in the areas of policy advocacy for social protection;
- To mobilize resources aimed at supporting Kenya civil societies to effectively implement their programmes which support social protection efforts;
- Effectively engage citizens in the development and implementation of social protection policies and Programmes
